RACIAL AND ETHNIC HEALTH DISPARITIES TARGETED BY NEW INITIATIVE

The US Department of Health and Human Services has launched an Initiative to Eliminate Racial and Ethnic Disparities in Health. This program is aimed at eliminating disparities in health outcomes for racial and ethnic communities in six health focus areas by the year 2010. Health disparities of special concern are infant mortality, diabetes, cardiovascular diseases, HIV, deficits in breast and cervical cancer screening and management, and deficits in child or adult immunization rates. The Centers for Disease Control and Prevention (CDC) will soon announce the availability of funds for a program growing out of this initiative. The Racial and Ethnic Approaches to Community Health. Demonstration Projects will be two-phase projects for communities to design and implement effective programs which will eliminate the health disparities of racial and ethnic minorities. These funds are intended for organizations serving racial and ethnic minority populations at increased risk for the six health problems of interest, and each program will have to demonstrate not only substantial community involvement but also significant leadership by members of minority groups.

The first phase of the program will be a 12-month planning period to organize and prepare infrastructure for Phase II. Funds will support the development of demonstration programs using a multi-agency and community participation

model, and may also include the collection of baseline data. At the end of this phase, grantees are expected to have a Community Action Plan designed to reduce the level of disparity within their communities in one or more of the six priority areas. The plan must target a specific racial or ethnic minority community (African American, American Indian or Alaska Native, Hispanic American, Asian American, or Pacific Islander). The second phase will be the implementation of the demonstration project developed in Phase I. Approximately 30 awards are expected to be made for the first phase of this initiative, funded at about $300,000 for one year. Fifteen to twenty of the grantees in the first phase will be awarded funding for up to four years of Phase II. The CDC will take geographic distribution into consideration when making these awards, with only one award to be given in each geographically-defined community.



NEW FUNDS TARGETED FOR CHILDHOOD ASTHMA

Senator Dick Durbin has introduced legislation to earmark $50 million for a Children's Asthma Initiative to help community-based organizations provide asthma treatment, prevention and education programs. The legislation is also intended to help enroll children suffering from asthma in Medicaid or Kid-Care, the Illinois State Children's Health Insurance program. PROGRAM ANNOUNCED FOR RUSH RESEARCH FORUM

The Rush University Research Forum is scheduled this year for May 18-20. Of the approximately 200 posters to be exhibited during this time, 20% represent Cook County Hospital research. Those who submitted posters are advised that the set-up time will be 2:00 pm to 5:00 pm May 17 in Room 500 of the Searle Conference Center.

In addition to the poster displays, three noon time seminars will be offered: 

Tuesday, May 18: Tissue Replacement in the Next Millennium

Wednesday, May 19: Degenerative Joint Disease: Wear and Tear in Our Aging Society

Thursday, May 20: Protecting Families in the Next Millennium

Office of Research Development Workshops 

These workshops are open to any County-affiliated investigator or grant-seeker. Enrollment for some sessions is limited, so please register only for those you will be able to attend. 

Grant Writing Seminar:

Gives an overview of the entire process of developing a project and applying for funding. Includes information on approaching both governmental and private funders, describes an approach to developing grant budgets, discusses stylistic and content issues that are frequent stumbling blocks in writing grant applications.


Constructing a Grant Budget:

Covers many of the technical aspects of developing an accurate time line and budget for a grant proposal.


What Are All These Forms? Interacting With the Scientific Committee

Gives an orientation to procedures -- and the associated forms -- used by the Scientific Committee to 
ensure that patients are protected from undue risks in research. The Bureau forms will be discussed, and new policies and changes in federal regulations will be covered.
