AMERICAN CANCER SOCIETY TARGETS CANCER AMONG THE POOR
Major funding institutions have a long-standing inclination to support
so-called "basic" science aimed at discovering new therapies rather than
projects which evaluate the real-world impact of medical treatment. This
has led to a number of striking gaps in knowledge. For instance, we know
that regular screening for precancerous conditions greatly reduces chances
of dying from cervical cancer, but we don't know why some groups of patients
are more likely to get that screening than others. Researchers who study
health care delivery and clinical outcomes are often frustrated that relatively
little funding exists to find out how to make the miracles of basic science
research available to all.
In response to this situation, the American Cancer Society has recently
earmarked 10% of its extramural research budget, about $8 million per year,
to support research on the prevalence, early detection, prevention, and
treatment of cancer in poor and underserved populations. Unlike the ACS's
usual research project grants, these will be open to both experienced and
new investigators. In announcing the targeted awards, the ACS said:
"Despite the progress in the fight against cancer that has seen a steady
decline in cancer incidence and mortality rates since 1992, some Americans
continue to bear a disproportionate share of the cancer burden. Poor Americans,
irrespective of race, have a 10 to 15% decreased rate of survival from
cancer compared to the general population. Smoking has become increasingly
concentrated among socioeconomically disadvantaged Americans. Smoking among
adults with less than a high school education decreased by only 14% compared
to 58% among adults with at least a college degree. The American Cancer
Society is very concerned about this disparity in cancer incidence and
mortality and wants to support research to address this problem. Proposals
submitted in response to this RFA must focus on poor or underserved populations,
but may address a variety of behavioral, epidemiological, policy, health
delivery, clinical and basic science issues. Interdisciplinary collaborations
are encouraged and the novelty and uniqueness of the proposed projects
will be an important aspect in the evaluation process.
"The American Cancer Society has a strong commitment to Behavioral,
Psychosocial and Health Policy research and applications dealing with such
investigations are particularly welcome. Examples are studies dealing with
early detection strategies and outcome, how to achieve broader access and
willingness to utilize mammography, PSA determination, colonoscopy, and
other early detection procedures. Cancer prevention strategies are another
example. These include, but are not limited to, the identification of risk
factors and how they might be modified by dietary means, physical activity,
protection from sun, and of course abstention from smoking. Also included
within this RFA are proposals dealing with national and local policies
that affect the availability of health care and health care delivery to
specific population groups. Studies to identify molecular determinants
that may put poor and underserved populations at higher risk of cancer
incidence and progression, with the specific purpose of developing strategies
to overcome or eliminate these risks, will also be considered.
"The first deadline for applications is April 1, 1999. The next date
will be October 15, 1999 and the same dates in subsequent years... In general
research project grants awarded in response to this RFA will be for three
years and up to $250,000 per year."

RUSH RESEARCH FORUM ABSTRACTS DUE MARCH 5
Those who have wondered what happened to the Rush Research Forum which
is usually held in February will be reassured to learn that it will take
place, but later in the year. The 1999 forum is scheduled for May 18-20
to coincide with the medical science portion of Chicago's Millennium Celebration.
Also new this year is electronic submission of abstracts through the research
forum web site at http://www.rush.edu/rushforum.
An online form lets you fill in all the information which previously was
handled in hard copy. For those without internet access, a paper form is
provided at the end of this newsletter. Please note, however, that electronic
submission is strongly preferred.
If you are considering submitting a research project for the forum,
remember that all research, including retrospective chart surveys, case
series and case studies must either be approved by the Scientific Committee
(IRB) or have a formal exemption from review by the IRB Chair.
Finally, topics and speakers for the forum's midday seminars have not
been finalized. If you have a suggestion for a seminar topic or speaker,

FINDING THE RIGHT FOUNDATION
When seeking funding from a foundation you must do a certain amount
of market research to find the foundations with priorities that closely
match your project. Until recently, the most comprehensive way to start
this search was by browsing the Foundation Directory or the Directory of
Illinois Foundations (both available in the Research Development Resource
Room, 603 Durand). With information gleaned from a directory, you would
write or phone a number of foundations and ask for copies of their annual
reports and guidelines for applications. Now the internet has made some
of this legwork unnecessary.
A grants guide maintained by the Chronicle of Philanthropy at http://philanthropy.com/grants/
gives you the ability to search for descriptions of recent grants by keyword
or foundation name, and in many cases to be linked from there to the foundation's
web site. This service is free "for now", implying that it will be available
only to subscribers in the future. If you have been meaning to hunt for
foundations, this may be a good time to start.
A site with information on local foundations is offered by the Donors
Forum of Chicago at http://data.cued.uic.edu/donorsforum/
This site also allows you to search for descriptions recent grants since
1994 using a number of categories or the names of funders or recipients.
It will not link you directly to foundation web sites, but does give enough
information to narrow your list of potential funding agencies.
A third site, maintained by the Foundation Center, can be reached at
http://fdncenter.org/grantmaker/index.html
This is a good source of links to many foundations, as well as to corporate
charities. It also has a keyword search engine for recent grants, but the
results are not as complete as those found at the Chronicle of Philanthropy
site described above. The Foundation Center offers quite a lot of online
information about grants strategy and application writing as well.
NEW FEDERAL GRANT APPLICATION FORM
A new version of the PHS 398 form is now in place. The PHS 398 is the
form most often used to apply for research grants from the Department of
Health and Human Services. This revision, dated 4/98, was actually adopted
in November, but will not be mandatory for applications until May, 1999.
An electronic version of this form in Wordperfect 6/7/8 may be obtained
from the Office of Research Development.
CALL FOR PAPERS
The Group on Research in Medical Education of the American Association
of the Medical Colleges has issued a call for papers, symposia and abstracts
for the annual meeting October 22-28. Submissions are due March 19. For

Office of Research Development Workshops
These workshops are open to any County-affiliated investigator or grant-seeker.
Enrollment for some sessions is limited, so please register only for those
you will be able to attend.
Grant Writing Seminar:
Gives an overview of the entire process of developing a project
and applying for funding. Includes information on approaching both governmental
and private funders, describes an approach to developing grant budgets,
discusses stylistic and content issues that are frequent stumbling blocks
in writing grant applications.
Constructing a Grant Budget:
Covers many of the technical aspects of developing an accurate
time line and budget for a grant proposal.
What Are All These Forms? Interacting With the Scientific Committee:
Gives an orientation to procedures -- and the associated forms
-- used by the Scientific Committee to
ensure that patients are protected from undue risks in research. The
Bureau forms will be discussed, and new policies and changes in federal
regulations will be covered.
