NEW RESOURCES FOR COUNTY INVESTIGATORS

NEW CCBHS GUIDEBOOK

The long-promised new Guidebook for Grants & Research is finally printed and now available. It contains a great deal of information that will help you carry out your research and funded projects in the Bureau. The Guidebook includes a great deal of information about conducting human research as well as information about institutional policies and procedures. A "Frequently Asked Questions" section has been added for this edition, and also a checklist of the forms and materials you need for institutional approval for various kinds of projects. 

The "Guidelines for Research Investigators" section has been expanded to cover many more issues about protecting human research participants. As detailed in past issues of this Newsletter, the treatment of research volunteers has received a great deal of scrutiny from federal regulators and the press in the past few years. Any investigator doing research with human participants must be thoroughly versed in both the legal requirements and the ethical expectations of human research. This book is designed to help investigators, and the Bureau as a whole, stay out of the pitfalls that have led to sanctions at other institutions. 

Also included in the Guidebook are two source documents for our policies on protecting human research participants: The Belmont Report was issued in 1978 by the national commission formed after the scandal of the "Tuskegee " syphilis study forced a reexamination of our national standards for human research protection. This document forms the ethical basis for all the federal regulations we now follow. Unlike those regulations, it is very readable, and a document which should be read by all investigators doing human research. 

Also in the Guidebook is the Multiple Project Assurance, an agreement between the Bureau and the federal Office for Protection from Research Risks. This spells out the procedures and principles we will adhere to in carrying out human research within the Bureau. In this document the Bureau pledges that all research we carry out will be held to the same high standard required for federally funded research, whether or not it is federally supported. 

Two other Bureau-wide research policies are contained in the new Guidebook: The policy for dealing with allegations of scientific misconduct, and the policy for disclosing and managing personal financial interests in research projects. Both of these policies have been described in previous issues of this Newsletter. 

Finally, the Guidebook also contains copies of the forms to be used to apply for institutional approval of grant applications and of human research projects. These forms can be photocopied for use, or you may print them from your computer using the disk version of the forms described below. 

Copies of the Guidebook together with the disk containing the forms will be mailed to subscribers to this Newsletter over the next few weeks. If you would like to have multiple copies available at your site, call 312-633-4941. You can also pick up copies in Room 603 Durand (637 South Wood Street call 312-633-7792, or 572-3506 first, to be sure the room is open). Locations at other Bureau affiliates where you can pick up copies of the Guidebook will be announced in future Newsletters. 



FORMS & GUIDEBOOK ON DISK

You will receive a disk along with your copy of the new Guidebook, containing the forms needed for institutional approval, in both Microsoft Word and Wordperfect. You can fill out these forms on your computer and print them out to make your submission, thus eliminating the need for a typewriter. 

The new version of the disk also includes compressed copies of the entire Guidebook, in both Word and Wordperfect. If you wish, you can install and uncompress these files on your hard drive, so you will have a complete copy of the Guidebook in your computer. Instructions for installing the complete Guidebook are included both in the Guidebook (Section E) and in a file on the disk call "Readme".

RUSH RESEARCH FORUM: ABSTRACTS DUE FEBRUARY 14, 2000

Every year, Cook County researchers constitute a significant portion of the 300 or so investigators participating in the poster session of Rush University Research Forum. The high level of participation by Cook County investigators has been very helpful in developing collaborative relationships between the two institutions. If you have recently presented a poster at regional or national meetings, this is a good opportunity to disseminate your research locally with very little extra effort. Or, if you have some new and intriguing results to share, this may be a good opportunity. 

The Forum will be held on March 27 - 29. This year, the poster session requires electronic submission of the abstract using a form available in Microsoft Word.

ILLINOIS PUBLIC HEALTH GRANTS AVAILABLE

The Illinois Department of Public Health has announced the availability of grants under two programs: Women's Health Initiative, and Osteoporosis Prevention and Awareness. Office of Research Development Workshops 

These workshops are open to any County-affiliated investigator or grant-seeker. Enrollment for some sessions is limited, so please register only for those you will be able to attend. 

Grant Writing Seminar:

Gives an overview of the entire process of developing a project and applying for funding. Includes information on approaching both governmental and private funders, describes an approach to developing grant budgets, discusses stylistic and content issues that are frequent stumbling blocks in writing grant applications.


Constructing a Grant Budget:

Covers many of the technical aspects of developing an accurate time line and budget for a grant proposal.


What Are All These Forms? Interacting With the Scientific Committee

Gives an orientation to procedures -- and the associated forms -- used by the Scientific Committee to 
ensure that patients are protected from undue risks in research. The Bureau forms will be discussed, and new policies and changes in federal regulations will be covered.
